Can this be used to prime an already painted pool deck prior to repainting?


While Rust-Oleum Zinsser Bulls Eye 1-2-3 Water-Based Primer can be used on exterior surfaces, we do not recommend it for use on surfaces that will receive foot traffic, unless used on subflooring. This product will not withstand foot traffic and cannot be used under floor paint. Otherwise, this primer can be used on railings and posts to help prime for painting. - Rust-Oleum Product Support 3
