It isn't formulated to be a final coat. You have to put a final coat on it.

i wouldn't only because there's no sheen to it and it's pourous when it dries. Any dirt will settle in it after time. As a primer it would work well yes, just follow it up with some paint. The paint would be the same price as this primer.
