I have set this timer and reset this timer by the directions and it will not come on or go off. Is it supposed to be set in the "On" position?

In addition to my last answer...you also need to press the "timer" button on for timer to work. So there is an on/off button AND a timer button. On/Off button should be off and timer button should be on. That should do it!

Display should show "off" when you want to use the start/stop times to control the device that is plugged in.

Timer should be off (shows "off" on display) if you want to use the programmed on/off times to turn a device on. When it's on, you are telling it to bypass timer and keep power to the device that's plugged in regardless of timer settings.
