With the breaker turned on, check the voltage with a multimeter across the terminals on the breaker; you should get 240 volts if you have a single phase service. If this is a 120/208V 3P 4W service you should get 208 volts across the two terminals. Also, check each terminal to neutral and you should get 120 volts.
