If this is plugged in, will it function in cold weather (-20 F or so). The battery ones click off somewhere below zero and don't always come back to life when it warms up.

Since the plug-in version receives constant power from the outlet rather than relying on a battery, you avoid the cold weather battery drain issue you mentioned. However, at -20°F you would be pushing beyond the device's rated operating range, so performance may be affected in those extreme conditions.
