Is this required on concrete flooring in downstair basement


A 6 mil moisture barrier is only “required” if your flooring manufacturer (Laminate, Engineered Hardwood or LVP) require it. Always follow their installation instructions as it is “up to them”. Some floors need moisture vapor protection and some manufacturers say they don’t. Depending on where you live concrete slabs can give off a lot of moisture vapor that could damage a floor long term so using it is a easy way to ensure you have no moisture issues.
