i just bought this light and once inturn my light off the lught dims but never turnaoff completely, is it suppose to do this?

No. It's not supposed to do that. You may need to have an electrician check to see if there's something feeding waste power to your ground or neutral wiring. For incandescent bulbs, it wouldn't be enough power to illuminate them, but for LEDs it only takes a tiny bit of electricity to illuminate them.
