The light fixture came with exposed insulation. Others I've seen have foil covering insulation. Is this ok? Seems so fluffy, like fire hazard.

Yes, this is Ok. Although the fixture will get pretty warm during normal operation it will not approach the temperature required for combustion. The insulation is not flammable and is there to protect the wiring.
