Can this cabinet be rotated a quater turn to make it 24h x 30w?


Good idea but I would not rotate the cabinet. The oak trimming around the door is set up to be flush with the bottom. On the sides (and top) there is a space from the edge of the trim to the wall (ceiling). If you rotated the cabinet you would have a drop into the space. Not to mention you would have to drill new holes for the door in both the door and the cabinet. You MAY lose structure integrity as well.
