Hi there Tracy, absolutely! Many people have had great success using Flex Paste for similar projects, and it adheres well to PVC under normal hydrostatic pressure. For best results, we recommend cleaning the surface of any dirt, oil, grease, mold or mildew prior. Apply a generous amount to the surface using an even sweeping motion with firm pressure.
