Thank you for your question. In order to activate the post cap, you need to remove the top part by twisting it a quarter of a turn, and popping it off. Under there you will find a battery compartment. All you have to do is remove the tab and that will activate the batteries. Charge it in the sun for a few days and it will be all set!
