Is this water soluble after it dries

This product is not designed or recommended for use as a "stand alone" product, as indicated on the product package label and supporting product literature: "Exterior applications must be coated with latex or oil-based paint. If the product is exposed to moisture, softening may occur. For applications exposed to moisture, our DAP Platinum Patch would be recommended.
