Is it mail dropped into the top part and then it remains in the top? Must the top part be locked?

Hello, the mail/packages are delivered through the upper hopper door that remains unlocked. The rotating drum then delivers your mail/packages to the padded bottom portion of the elephantrunk, which is locked to keep your contents secure. Thank you for reaching out to us!
