Location in store?

I want to use these UNDER outdoor deck bins. While they will get no direct moisture, they will get snow, splashes, etc. How long before they rust out?

What's the swivel radius clearance? Want to inset-mount the caster hidden behind toekick, but only have 2" 13/16 space.
