This ballast is a ballast. What's funny is that the picture online looked exactly like my old ballast; but, the one in the store that I picked up didn't look like the old one. Thankfully, it worked as well or better than the old one. Yay!

Good ballast, bum instructions for use with 3 tube
The ballast worked fine, bulbs lit up the first time. I was using it for a three tube fixture. The instructions in the box were useless: "See wiring diagram on ballast." The diagram was only for use with a four tube fixture. Fortunately, my friend Mr. Google and YouTube showed exactly what to do.
