Chipped on the very first cut

I bought these Cle-Line drills because they're American made and they have a track record for great, professional-use products. I tried to drill a 1/4" mild steel plate, and the ½" bit chipped on both flutes of the cutting edge. this was thw very first cut on this bit with plenty of cutting fluid.

Very upset with Lowe's. I used my Lowes's card.
