You could install perforated black pipe with sleeve near your roof drip line to move the water out of the bed.

Hi Tink. While the landscape edging can help to retain mulch in flower beds, it may not be able to contain the mulch on a steep hill or incline. The edging is approximately 1.5 inches high and can help to retain mulch on mostly flat or slightly inclined surfaces. We cannot recommend it for mulch that tends to wash down a steep hill. You may be able to find edging that is higher, but if this particular area is on a steep hill which is susceptible to heavy rain and flooding, it may still be difficult to keep the mulch in place.
