The thermostat is directly above the heating element only separated by material the case is made from. Within a minute or two it trips off because the thermostat reaches the cut off temp. So then you turn the heat dial up and and you begin the cycle over. The area you want to heat is still chilly because the heater will not turn on until the top of the unit cools down. The thermostat needed to be put where air flow is receiving the room temp and not the temp of the heater case. This explains...
