Crumple newspaper into a bird shape.
Cut a beak and tail out of cardboard and tape them to the bird.
Wrap the bird in masking tape.
Make a runny papier-mache mixture with 1 cup flour and a little water. Dip 1"-wide strips of newspaper in the mixture and wrap them around the bird. Let dry.
Paint the bird in colors of your choice. Let dry.
Insert a screw eye in the back of the bird and thread a ribbon to hang.
